The Mayor and City Council of the City of West Point acting as the governing body of the Community Development Agency of the City of West Point, Nebraska in accordance with Ordinance No. 1124.

A.   CALL TO ORDER

  1. Call meeting to order.
  2. Inform the public that the Open Meetings Act is posted on the north wall of the room.
  3. Pledge of Allegiance to the flag of the United States of America.
  4. Roll Call.

B.   Reviewproposed redevelopment plan and cost benefit analysis of ASC Lockers Expansion Redevelopment Project.

C.   RESOLUTION:

1. Resolution: Recommending Approval of the City of West Point Redevelopment Plan for the ASC Lockers Expansion Redevelopment Project; Approval of a Redevelopment Project of the City of West Point; adoption of a cost benefit analysis; and approval of related actions.

1. City of West Point Redevelopment Plan for the ASC Lockers Expansion Redevelopment Project – authorize the issuance of tax increment development revenue notes and approve redevelopment contract.

G.   RESOLUTIONS:

  1. Resolution: Authorizing and providing for the issuance of a Community Development Agency of the City of West Point, Nebraska, Tax Increment Development Revenue Notes or other obligation, in the principal amount of $225,000.00; approving a Redevelopment Contract and Redevelopment Plan and agreements in connection with the foregoing; and related matter.

  • The City of West Point Redevelopment Plan for the ASC Lockers Expansion Redevelopment Project for the redevelopment of Lot 6 and the East 150 feet of Lot 7, West Point Travel Plaza Subdivision, a Subdivision of part of Addition K, an addition to the City of West Point, Cuming County, Nebraska, which plans provides for the issuance of a tax increment development revenue note.
  • Rezoning of Woodka’s Addition in Block 3, Woodka’s Second Addition, and in Woodka’s Fourth Addition. All in the City of West Point Cuming County, Nebraska, from Residential Single Family District (R-2) to Residential Single Family District (R-1), 9D Properties, LLC, applicant.
  • BIDS:  None.

E.  CURRENT BUSINESS:

  1. Cuming County Economic Development – report.
  2. Chamber of Commerce – renewal of agreement for economic development services.
  3. Consider Lot Split in Woodka’s Addition in Block 3, Woodka’s Second Addition, and in Woodka’s Fourth Addition. All in the City of West Point Cuming County, Nebraska. 9D Properties, LLC, applicant.
  4. Discuss Eagles property.
  5. Report on auditor change.
  6. Consider approval to designate Tom Goulette, City Administrator, to represent the City of West Point at the Annual Members Meeting of the League Insurance Government Health Team (LIGHT).
  7. One Year & Six Year Street Improvement Program – set date for public hearing.
  8. Lower Elkhorn NRD support of West Point NE 2024 Tree Program.
  9. City Administrator contract extension.
  10. Special Designated Liquor License for Native Hwy 32 Winery for a Farm to Fork Brunch on September 29, 2024 at Nielsen Center.
  11. Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
  • RESOLUTIONS AND ORDINANCES:
  • Resolution of the Mayor and Council of the City of West Point, Nebraska, approving the City of West Point Redevelopment Plan for the ASC Lockers Expansion Redevelopment Project; approval of a redevelopment project of the City of West Point; and approval of related actions.
  • Ordinance: Rezoning of Woodka’s Addition in Block 3, Woodka’s Second Addition, and in Woodka’s Fourth Addition. All in the City of West Point Cuming County, Nebraska, from Residential Single Family District (R-2) to Residential Single Family District (R-1), 9D Properties, LLC.
  • Resolution: Authorizing the subdivision of a tract of land located in Woodka’s Addition in Block 3, Woodka’s Second Addition, and in Woodka’s Fourth Addition. All in the City of West Point Cuming County, Nebraska.
  • Ordinance: Approval of the Budget and appropriating the sum for 2024-2025 Budget.
  • Motion approving the State Budget Lid Computation Form.
  • Motion approving one percent increase in Restricted Funds.
  • Resolution: Setting the property tax request for the fiscal year beginning October 1, 2024.
  • Resolution:  Approve Application/Payment #1 in the amount of $36,292.50 to Pruss Excavation for the Canoe Launch Pad.
