CITY COUNCIL AGENDA – Tuesday, May 7, 2024

5:30 o’clock P.M.

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session in accordance with Section 84-1410.

  2. Call meeting to order.
  3. Inform the public that the Open Meetings Act is posted on the north wall of the room.
  4. Pledge of Allegiance to the flag of the United States of America.

1. City appointed boards and commissions:

(a) Zoning and Subdivision Board of Adjustment: reappointment of Paul Nielsen(3 year term).

    (b) Nielsen Community Center Advisory Board:  reappointment

    of Bruce Schlecht and Mike Graybeal(4 year term).

2. Fire & rescue departments – West Point Rescue: accept the resignations of Dana Leffler effective April 30, 2024 and Sister C (Hilda Medina)effective May 1, 2024.

3. Approval of minutes of previous meeting.

  • Elaine’s 275 Subdivision Replat of Lot 24 of Elaine’s 275 Subdivision to the City of West Point, Cuming County, Nebraska and Lots 25R and 26R of the Replat of Lots 12, 13, 22, and 23 of Elaine’s 275 Subdivision to the City of West Point.
  • BIDS:
  • Catered meals at Senior Citizens Center.
  • Demolition Bids for structures at 418 N. Mill St.

  • Annual Report from the West Point Volunteer Fire Dept.
  • Request from Road Gems Car Club for use of the Nielsen Center and the surrounding streets and parking lots for a Car Show on September 15, 2024.
  • Chamber of Commerce request for financial assistance from City for annual 4th of July fireworks display.
  • Consider request from Franciscan Healthcare to use city streets for fun run on 4th of July.
  • Approve Health Insurance & Ancillary Benefits – renewal in the League Insurance Government Health Team (LIGHT).
  • Approval of agreement with Western Area Power Administration (WAPA).
  • Consider Lot Split Request: A tract of land located in in the South 1/2 of the Southwest 1/4 of Section 2, Township 21 North, Range 6 East of the 6th P.M., Cuming County, Nebraska, (Ervin Eisenmenger).
  • Consider request of Troy and Tammie Harrington.
  • Approve Special Designated Liquor Licenses:
    • Rush’s for the Fundraiser Alumni Banquet on June 8, 2024 at Nielsen Center.
    • Cuming County Ag Society for August 8-11, 2024 – Cuming County Fair (Neligh Park & Fairgrounds).
    • Cuming County Ag Society for August 10, 2024 – Fair events to be held at Anderson Ballfield.
    • Cuming County Ag Society for August 11, 2024 – Fair event to be held at Nielsen Community Center.
  • Farmers Market Special Designated License Endorsement for Native 32 Winery for the West Point Farmers Markets – issuance of a city permit.
  • Consider Temporary Expansion Request: Frat. Order of Eagles for during the hours of the Farmers Market Events on June 1, June 15, July 20, August 3, August 17 and September 7, 2024.
  • Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
  • Discuss the potential purchase of real estate (closed session).
  • RESOLUTIONS AND ORDINANCES:
  • Ordinance: Accepting Elaine’s 275 Subdivision Replat of Lot 24 of Elaine’s 275 Subdivision to the City of West Point, Cuming County, Nebraska and Lots 25R and 26R of the Replat of Lots 12, 13, 22, and 23 of Elaine’s 275 Subdivision to the City of West Point.
  • Resolution: Accepting the bid to demolish buildings at 418 N. Mill St.

  • Resolution: Accepting the bid to provide catered meals for the Senior Citizens Center for the period from July 1, 2024 to June 30, 2025.
  • Resolution: Approve Western Area Power Administration (WAPA) Agreement.
  • Resolution:  Approve Application/Payment #19 in the amount of $112,402.25 to Christiansen Construction Company for the West Point Aquatic Center Project.
  • Resolution: Approve Application/Payment #1 in the amount of $78,490.00 to VanKirk Bros Contracting for the Hwy 275 utility improvements at F Rd.
