Central Platte Natural Resources District to Hold Public Hearing on Proposed Levy for 2024/2025 Budget

GRAND ISLAND, NE – The Central Platte Natural Resources District (CPNRD) will hold a public hearing on August 29th at 1:45 p.m. to receive public input on the proposed levy for the 2024/2025 fiscal year budget. The total requirements for the general fund and sinking fund are $34,714,184.14. To meet these obligations, the proposed property tax levy is $5,349,324.17, an increase of $523,097.42 from the 2023 levy.

The Central Platte NRD encompasses all of Dawson County and parts of Custer, Buffalo, Hall, Howard, Nance, Merrick, Hamilton, Platte, Polk and Frontier counties. The property taxes collected support several conservation initiatives, including flood reduction, water management for quality and use, soil health, cost-share programs for producers implementing conservation practices, forestry, land and range management, recreation and education.

Following the hearing, the Board will convene at 2:00 p.m. to consider public comments on the tax request and to set the levy. Board meetings are held at the CPNRD office located at 215 Kaufman Avenue in Grand Island.

OTHER AGENDA/ACTION ITEMS

Building Committee The Building Committee will discuss updates following the selection of Rogge General Contractors in June to construct the NRD’s new office and education center.

Variance Request  Review and consider an appeal request for a variance from a landowner in Polk County.

Rules and Regulations  The Water Quality and Water Utilization committees will review proposed changes to the NRD’s Groundwater Management Rules and Regulations.

Manager’s Report   Lyndon Vogt, General Manager, will report.

Annual Water Use Report   Jess Mintken, Assistant Manager, will present the 2023 Annual Report of Water Use Activities in the Central Platte NRD. The report is a summary of certified irrigated acres, transfers, well permits and water banking activities that is updated for the Platte Basin Meeting annually.

Long Range Implementation Plan  Marcia Lee, Information and Education Specialist, will present the draft 2024 Long Range Implementation Plan. The Plan provides a summary of the district’s activities and is updated annually in accordance with the Nebraska Natural Resources District Act. The board will review these updates and consider taking action on the Plan during the September board meeting.

Voting Delegate The Board will elect a voting delegate and an alternate for the Nebraska Association of Resources Districts’ annual conference, which will take place in Kearney this September.

Natural Resources Conservation Service Report  Joe Krolikowski, District Conservationist, will provide a report.

Nebraska Association of Resources District  Deb VanMatre, CPNRD Representative, will report.

Nebraska Natural Resources Commission  Mick Reynolds, Middle Platte Basin Representative, will report.

Cost-Share  Applications through the Nebraska Soil and Water Conservation and the Central Platte NRD cost-share programs will be considered.
