Rose “Rosie” (Mendoza) Richter, 68, of Scottsbluff, Nebraska, passed peacefully and surrounded by her family on Wednesday, June 14, 2023, at Regional West Medical Center in Scottsbluff. A Mass of Christian Burial will be held at 10 a.m., Saturday, July 8, 2023, at Christ the King Catholic Church in Gering, Nebraska with Fr. Mike McDonald as celebrant. Inurnment and a reception will follow at Bayard Cemetery in Bayard, Nebraska. A Rosary will be recited the night before at 7 p.m., Friday, July 7, 2023, at Christ the King. All are welcome to attend and celebrate Rosie’s life. Cremation has taken place in accordance with Rosie’s wishes. Memorials may be made in care of the family. Rosie’s journey of life began January 31, 1955, in Scottsbluff. She was born to Frank and Alicia (Garcia) Mendoza. She attended Bayard public schools and graduated from the High School Equivalency Program (HEP).

She married Herbert LeRoy Richter on June 14, 2002, in Gering, Nebraska.

Rosie was known for being a hard-working and dependable woman. She worked several jobs including the beet fields, Midwec, Ideal Cleaners, Kurt Manufacturing, the Department of Motor Vehicles, Sykes, Dollar General, and the Carpenter Center.

She enjoyed cooking, crafts, pool, playing cards, bingo, and spending time with her beloved nieces and nephews. One of her favorite hobbies was going to the casino in her spare time. Rosie also loved oldies music and dancing.

Survivors include her siblings, Gloria Mendoza of Scottsbluff, Albert (Kathie) Mendoza of North Platte, Mary (Curt) Holmquist of Chadron, Mary Ann Mendoza of Scottsbluff, Frankie (Annie) Mendoza of Minatare, and Louie Mendoza of Scottsbluff.

Rosie was preceded in death by her parents, Frank and Alicia Mendoza; infant brother, Jerald; husband, Herb Richter; and nephew, James Mendoza.

The family would like to express a special thanks to all the doctors and nurses at RWMC’s PCU for their care and dedication, as well as all friends and family that took time to visit Rosie during her stay.
