Frank was born on February 10, 1980 in Scottsbluff to Robert Billie and Mary Palomo, and he received his early education in the Mckinley schools, graduating from Gering High School. He married his best friend, Megan Moreno, on October 3, 2009, at the First Assembly of God Church, and the couple remained in Gering. They made a beautiful life raising their children, traveling, and spending time with family and friends. They were blessed later in life with two miracle babies that completed their family.

Frank was a wonderful son, doting father, and loving husband. He never met a stranger, just friends he hadn’t met yet. He had the biggest heart, loved everyone, and was always willing to help anyone in need. He loved Husker football, the Broncos, and watching all his kids play in sports. He was so proud of his kids and all their academic and sport accomplishments.

He will be immensely missed. His memories will live on with us forever. We love you and miss you greatly.

Survivors include his wife, Megan; children, Terrell, Frank Jr., Sabrina (Quenton) Foegelle, Brianna (David) Phaiah, Damion, Adryk, and Sayyora; parents, Robert and Mary Billie; brother, Robert Billie Jr.; sisters, Tarri (Lupe) Martinez, Tabitha Gitschel, and Sheila Billie; beloved in-laws, Mike and Vicky Moreno; sister-in-law, Jennifer Moreno; niece, Jaylyn Moreno; comadres, Laura Gracia Hogan, Maria Lopez, Travis and Charissa Gould; best friend, Kyle Schmaltz; and numerous aunts, uncles, nieces, nephews, cousins, and friends.
