Frank was born September 28, 1944 in Scottsbluff to Francis Charles and Grace Mae (Marsh) Lee. He was a 1964 graduate of Gering High School. Following high school Frank joined the Army National Guard serving six years during the Vietnam Era. Frank worked in agricultural employment as a cowboy, livestock-hauling truck driver, and for all four valley sugar factories. Working well into his seventies, poor health caused his retirement. It was often said Frank was born fifty (or a hundred) years too late as he continually shunned modern changes to his world. He was an avid horseman, sportsman, and fisherman. A man of constant joke or story, no one ever met Frank and then forgot him.

Survivors include his wife, Vina of Columbus, Texas; daughters Rebecca (Reginald, Sr) Ford of Columbus, Texas and Stephanie (Dale) Gonzales of Greeley, Colorado; siblings Charles Lee, Thomas Lee, Judith (Charles) Doty, Paul (Patricia) Lee, Belinda (Michael) Minzey, Patricia (Dick) Smith all of the Gering-Scottsbluff area and Victoria (Kevin) Heiderman of Tucson, Arizona; sister-in-law Catherine Strauss of Gering; and numerous grandchildren, great grandchildren, nieces and nephews.

Frank was preceded in death by his parents; brother George Strauss; infant brother; grandchild Reginald Lee, Jr; sisters-in-law Dorothy Lee and Jean Lee and nephew Travis Cross.
