New Life Being Breathed into Scottsbluff Mall

Shoppers in Scottsbluff will soon have more options for retail, clothing and dining at Uptown Scottsbluff.

Formerly known as Monument Mall, flagship stores like Herberger’s and J.C. Penney vacated massive storefronts over the past decade or so.

Rockstep Capital, LLC has put in significant financial investments into both the mall and former K-Mart plaza properties. They’ve helped bring in Harbor Freight, Dunham’s Sports, Hobby Lobby, and Dollar Tree. This week the first sign of one of the the new stores emerged, with a banner announcing Ross Dress for Less will be coming soon, adjacent to Harbor Freight.

Last month, Rockstep Capital Leasing Director Racine Leahy told the Scottsbluff City Council she had to remain tight-lipped at the time about the new tenants. Through public records, KNEB News has learned the second store that may be coming is Five Below. A sign permit for that company has been pulled from the city for use at the mall, but no further permits have been issued.

Rockstep leadership said they were working on locking in two more leases for Uptown Scottsbluff and plan to have those deliveries for the latter part of 2024. Part of their redevelopment plan for the properties also include dining options.

“We have plans in place to open two restaurants and a multi-tenant property,” they say on their website. “Our plans are still evolving, and we’re continuing to explore a range of possibilities for what the property will look like upon completion.”

The Scottsbluff City Council also recently approved an increased sales and use tax for the Uptown Mall and K-Mart plaza properties, which will let Rockstep Capital use those funds for continued property upgrades to the buildings, parking lots, and signage.
