CITY COUNCIL AGENDA – Tuesday, August 6, 2024

5:30 o’clock P.M.

Municipal Building, 444 S. Main Street

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session on any agenda item in accordance with Nebraska Revised Statute 84-1410.

A. CALL TO ORDER

1. Call meeting to order.

2. Inform the public that the Open Meetings Act is posted on the north wall of the room.

3. Pledge of Allegiance to the flag of the United States of America.

4. Roll Call.

5. Visitors/Correspondence:

Anyone desiring to speak on any item or issue not on the agenda or any item on the agenda that does not include a public hearing may do so; but shall be limited to three (3) minutes. Persons should identify themselves by name and address. Persons speaking should not expect the Council to engage in back-and-forth dialogue regarding their comments. Unless an agenda item includes a public hearing, no person may speak during the business portion of the meeting; provided, however, persons speaking during a public hearing are limited to between five (5) and twenty (20) minutes.

B. CONSENT AGENDA:

(Items under the Consent Agenda are proposed for adoption by one action for all items unless any member of the Council requests that an item be considered separately.)

C. ANNEXATION of A tract of land located in the Southeast 1/4 of the Southeast 1/4 of Section 22 and in the Southwest 1/4 of the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska, containing 2.12 acres, more or less.

D. PUBLIC HEARINGS: Resolution of necessity regarding the formation of Sanitary Sewer District 2024-1 for the purpose of constructing the proposed improvements to the City’s storm sewer system in an amount not to exceed $2,500,000.

E. BIDS: Paving Improvements Project #620-081.

F. CURRENT BUSINESS:

1. Earl Boston – conveyance of Scout Memorial Park.

2. West Point Farmer Market – August 17 Hydrant party.

3. Approval of JEO Contract amendment-authorize Mayor to sign.

4. Approval to use state bid for purchase of trucks.

5. LB840 Economic Development Program consideration of the following:

(a) Creative Xpressions (Karen Palmer).

(b) West Point Dance Company (Heath & Michaela Graybeal).

6. Special Designated Liquor Permits:

(a) Rush’s Liquor Store for GACC/Booster Club for a fundraiser on September 21, 2024.

(b) Rush’s Liquor Store for the GACC Booster Club Supper on August 16, 2024.

7. Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.

G. RESOLUTIONS AND ORDINANCES:

1. Ordinance 1447+: To annex a tract of land located in the Southeast 1/4 of the Southeast 1/4 of Section 22 and in the Southwest 1/4 of the Southwest 1/4 of Section 23, T22N, R6E of the 6th P.M., Cuming County, Nebraska and be designated as Addition P to the City of West Point (third and final reading).

2. Resolution: Resolution of necessity regarding the formation of Sanitary Sewer District 2024-1 for the purpose of constructing the proposed improvements to the City’s storm sewer system in an amount not to exceed $2,500,000.

3. Resolution: Approve Christiansen Construction Company Change Order in the amount of $10,637.24 for the West Point Aquatic Center Project.
