CITY COUNCIL AGENDA – Tuesday, October 1, 2024

5:30 o’clock P.M.

Municipal Building, 444 South Main Street

All agenda items are for discussion and action will be taken as deemed appropriate. The City Council reserves the right to go into closed session on any agenda item in accordance with Nebraska Revised Statute 84-1410.

  1. CALL TO ORDER
  2. Call meeting to order.
  3. Inform the public that the Open Meetings Act is posted on the north wall of the room.
  4. Pledge of Allegiance to the flag of the United States of America.
  5. Roll Call.
  6. Visitors/Correspondence:

Anyone desiring to speak on any item or issue not on the agenda or any item on the agenda that does not include a public hearing may do so; but shall be limited to three (3) minutes. Persons should identify themselves by name and address. Persons speaking should not expect the Council to engage in back-and-forth dialogue regarding their comments. Unless an agenda item includes a public hearing, no person may speak during the business portion of the meeting; provided, however, persons speaking during a public hearing are limited to between five (5) and twenty (20) minutes.

(Items under the Consent Agenda are proposed for adoption by one action for all items unless any member of the Council requests that an item be considered separately.)

  1. City appointed boards and commission: reappointment of Norma Emanuel and appointment of Nathan Bruning to LB840 Economic Development Citizen Advisory Review Committee

(4 year term).

  • Fire & rescue departments–West Point Fire Department: accept the resignation of Rick Doescher effective September 9, 2024.
  • Approval of minutes of previous meeting.
  • Treasurer’s report.
  • Claims.
  • PUBLIC HEARINGS:
  • 1 & 6 Year Street Improvement Program.
  • BIDS: None.
  • CURRENT BUSINESS:
  • Consider request from Christmas Festival Committee for festival events on Tuesday, December 3rd from 4:30-7:30 PM partnering with the Chamber and Teammates.
  • Municipal Annual Certification of Program Compliance to the Nebraska Board of Public Roads Classifications and Standards.
  • Discuss paving of alley.
  • Discuss purchase of maintainer.
  • Chamber of Commerce- economic development quarterly report – Tina Biteghe Bi Ndong, Executive Director
  • LB 840 Economic Development Program – six-month report.
  • Special Designated Liquor License for Graybeal’s Foods Co. for a wedding on November 2, 2024 at Nielsen Center.
  • Approval of council affiliated claim of Hugo Plumbing & Heating for services and supplies.
  • Discuss the  Eagles & Levee properties(closed session).
  • RESOLUTIONS AND ORDINANCES:
  • Resolution: Authorizing the Mayor to sign the Municipal Annual Certification of Program Compliance form to be filed with the Nebraska Board of Public Roads Classifications and Standards.
  • Resolution: Approve Application/Payment #2 in the amount of $51,561.90 to Pruss Excavation for the West Point Canoe Launch Project.
