Scottsbluff Man Facing Felony Gun and Multiple Drug Charges

A 42-year-old Scottsbluff man is facing several felony drug and weapons charges from four separate court cases following a series of investigations by local authorities.

In the first case, Richard Stands Jr is charged with felony possession of a firearm by a prohibited person, stemming from investigation of a March shooting around 7th Avenue in which Stands was developed as a possible suspect.

Investigators say in a search of Stands’ social media, he sent a picture of a handgun with American flag and U.S. Constitution design, held in a man’s right hand with a feather tattoo on the forearm, and was trying to sell the weapon.

A witness told authorities Stands did have such a tattoo, and such a gun had been in his possession at one time before the shooting incident.

Stands is also charged with two counts of distribution of heroin within a thousand feet of a school, once in March and again in July, and one count each of distribution of heroin and fentanyl, with those charges from mid-July of this year.

Without arrest affidavits immediately available for the drug charges, bond for those cases was set on the defendant’s recognizance, however, bond on the weapons charge was set at $75,000, ten percent. Preliminary hearings in all four court cases were scheduled for later this month in Scotts Bluff County Court.
