Commissioners Approve Plan to Smooth Out More of Stegall Road

With completion of the five-mile, nearly $1.5 million dollar Stegall Road project by the end of next week, Scotts Bluff County Commissioners this week considered what might be able to be done to stabilize more of the roadway before Simon Contractors leaves the site.

Discussion centered around the cost and ability of having County crews filling potholes by hand on the next two miles north of the current project, and alternatives possible with Simon.

Commissioner Russ Reisig and Roads Superintendent Linda Grummert discussed the alternative of using SLX, the leveling layer that went down first on the main project. “So, is there another product that we could use and get it (the cost) lowered?” asked Reisig.

“The SLX actually ended up being cheaper than the patch (that could by done by hand),” replied Grummert.

“Well, that’s what we’re trying to figure out,” said Reisig, “that needs patched so bad out there, that next two miles is just horrible.”

An estimate for doing such additional maintenance on Stegall up to County Road R was pegged at $139,000, however state law would require an engineer and bidding since it would be over $100,000.

The board approved a resolution authorizing the full amount if a way could be found to meet state statutes, but absent that would authorize using Simons to lay down as much SLX as possible for $99,000, plus an $11,000 credit the county has with the company for helping haul in asphalt.

The question of funding the additional work was answered by Management Accountant Lisa Rien, who said there was money in the Capital Improvement Fund that could be used on such a maintenance project.

At the lower dollar figure, Grummert estimated about a mile and a half of additional roadway could at least be patched and smoothed out with the SLX material immediately after the main five-mile re-paving project was completed.
